Preheat oven to 350°F. Line an 8×8 baking dish with parchment paper or foil. If foil, then also grease the bottom and sides. Set aside.
In a bowl, add quick oats and melted butter. Mix until the oats are completely covered in the butter.

Transfer into the prepared pan and press down firmly to create a base.
Drizzle sweetened condensed milk on top of the entire oat base as evenly as possible.

Sprinkle each ingredient on top; chocolate chips, white chocolate chips, peanuts, and pretzels.
3/4 cups semi-sweet chocolate chips, 3/4 cups white chocolate chips, 1/2 cup roasted peanuts, 1/2 cup pretzel sticks
Bake for 25-28 minutes or until slightly golden brown. Remove from the oven and allow it to cool completely before slicing. As it cools, the bars will set. Top off with flakey sea salt (optional).
