Preheat the oven to 350℉/180℃. Line a square baking pan with parchment paper and set aside.
In a bowl, add the flour, baking soda, baking powder, cornstarch, and salt. Stir to combine and set aside.
2 cups all-purpose flour, 1 tsp cornstarch, 1/2 tsp salt, 1/4 tsp baking soda, 1/4 tsp baking powder
In another bowl, add the butter and sugar. Cream together on medium-speed for a few minutes until light and fluffy, scraping the bowl as needed.
3/4 cups unsalted butter, 3/4 cups white sugar
Add in the egg, egg yolk, and vanilla. Continue mixing until well combined.
1 large egg, 1 large egg yolk, 1 tbsp vanilla
Add in the dry ingredients and mix together (either with the mixer or a spatula it's up to you) just until the dry streaks disappear. The dough will be thick.
Mix in the sprinkles.

Transfer into the prepared pan and spread evenly. I find the best way to spread the cookie dough evenly in the pan is with my fingers.
Bake for 25-28 minutes or until the edges are a golden brown and the middles are a lighter color. Remove from pan and allow to cool completely.
